What it is about

In a setting where large-scale conspiracies exist, these conspiracies may have lower ranking people in the conspiracy, or unknowing members of the public, carry out tasks that seemingly have no meaning. Characters may be asked to do these tasks, or may hear about others having done them. Most seem to be utterly pointless, but in a conspiratorial setting, perhaps there is a hidden meaning that they are not privy to. Or perhaps they are as meaningless as they look, designed to mess with people's heads. These conspiracies can be used as anything from adventure hooks to complete misdirection.
