D100 Government Black Sites Around the World

They don’t exist—at least, not officially. Government black sites are the whispered nerve centers of clandestine operations, hidden research, deep surveillance, forbidden technology, and extraterrestrial contact. They’re the locked vaults of history, the scars behind geopolitical secrecy, and the dark heart of conspiracy theories. These facilities are often completely off-grid, absent from maps, and fiercely protected by both physical force and layers of bureaucratic denial. In your campaign or story, these black sites can be places of mystery, danger, or vital clues. Maybe the party breaks in to uncover the truth… or gets brought in against their will. Some sites are ancient, taken over by modern governments. Others are entirely synthetic, constructed for singular, terrifying purposes. This table offers 100 global black sites—some buried beneath cities, others floating in orbit or drifting undersea. Each comes with a short description. Whether the contents are alien, arcane, psychic, or artificial intelligence gone rogue is up to you. Roll a d100, choose freely, or string together multiple locations into a sprawling shadow campaign. Nothing locks you in—re-roll or repurpose as you see fit.
